• Still time to have your say on the local council reorganisation consultation by Thursday 26 March. This is a government-led reform to change how councils in two-tier area are structured, replacing county and district councils with single unitary authorities. A statement from West Berkshire Council provides more details.
• This Sunday 22 March Newbury & Thatcham Repair Cafe is back at the Frank Hutchings Community Hall in Thatcham, from 2pm to 4.30pm. Bring a broken item in need of repair, such as electronic and electrical goods, clothes and textiles, pottery, wood items, toys etc. They also have mobile phone and IT advice, as well as tools and blades sharpening. • Thatcham Town Council invites stallholders to trade at Afrofest 2026 on Saturday 8 August. They are particularly interested to hear from traders with a connection to, or products inspired by, African culture, to help create an authentic and vibrant market experience. • This Friday 20 March, Thatcham Garden Centre is holding a ‘Re-Leaf’ fundraiser for its Greenfingers charity that supports terminally ill children and their families.

This an opportunity for landowners, site promoters, developers, and other interested parties to suggest land within West Berkshire that could be developed. • Planning for the Festival
This popular annual festival is set to return from Friday 9 to Sunday 18 October 2026, and applications are now open for those who would like to be part of this year’s programme.
Thatcham Town Council is inviting Thatcham-based individuals, community groups, charities, and arts and leisure organisations to submit event proposals. “Organisers can apply to host either a single event or a series of activities, helping to create a vibrant programme that celebrates the culture, creativity, and community spirit of Thatcham.
“The festival provides a great platform for local businesses, organisations, and residents to showcase their talents and bring people together. Whether it’s live music, a cultural exhibition, a sporting activity, a workshop, or something completely unique, we would love to hear your ideas and help bring them to life as part of this year’s festival.”

• Cold Ash’s meeting
Annual parish meetings (also sometimes called annual parish assemblies) have to take place between March and June every year. Not to be confused with the annual parish council meeting (at which formal business like the election of the Chair is conducted), they are an opportunity for residents to learn more about what the parish council has been up to in the year past, what it plans for the year to come and to ask any questions.
Some parishes are moving from a traditional “welcome, make a speech, any questions, thanks for coming” approach to one that has more of an exhibition feel, with stands from local groups including the parish council and with most of the time available for people to mingle and chat with whichever group interested them. This has been the approach taken by Hungerford for the last few years and it’s proved very popular. This year, Cold Ash decided to follow suit for its meeting on 7 March.
“The event attracted well over 100 people (probably four times the usual attendance),” Parish Council Chair Ivor McArdle told us. “Initial feedback has been very positive, with many groups reporting that they’ve attracted new members or been encouraged to run different events.”

• Twin Paddocks site in Brimpton
West Berkshire Council has issued an update on the site known as Twin Paddocks in Brimpton Common, following the expiry of the twelve-month compliance period linked to an Enforcement Notice upheld by the Planning Inspectorate in March 2025.
“The Enforcement Notice requires the cessation of residential use at the site and the removal of associated structures, hardstanding and other operational development,” a statement from the Council confirmed.”The compliance period ended on 4 March 2026, and the Council has previously written to the landowner to remind them of these requirements.
“The Council has now received a new planning application for the site. This proposal is described as materially different from the scheme dismissed at appeal. The application is currently undergoing validation and will be published on the Council’s online planning portal once complete. At that stage, residents will be invited to comment.”
On 12 March a spokesperson for Brinpton Parish Council said that “the Parish Council supports the course of action proposed by West Berkshire Council and hopes it will lead to an early resolution of the situation.”

• Hermitage Pre-School is seeking donations for its Easter Trail event. • Channel 4′s recent hard hitting docu-drama Dirty Business will have confirmed what most of us know, and many of us have experienced first hand, about the failure to protect our rivers from sewage pollution and the devastating consequence for both wildlife and people. Marlborough-based Action for the River Kennet has been highlighting this issue for more than twenty years. • The Thatcham Litter Pickers are back for their monthly litter picks around the town and surrounding area. The next litter pick is on Saturday 14 March, from 10am to 11am at the Moorside Community Centre. Everyone is welcome to join in and help keep our town clean. • Thatcham Community Awards
Thatcham Town Council is inviting nominations for the 2026 Thatcham Community Awards, celebrating individuals, groups, organisations and businesses whose efforts are making a positive difference across the town.
The Community Awards recognise people and groups in Thatcham who demonstrate outstanding community spirit, exceptional volunteering, inspiring achievement, environmental leadership, and long-term service. Anyone can nominate a deserving nominee using the simple online form that can be found here. The awards will be presented as part of the Annual Town Meeting at Frank Hutchings Community Hall at 6.30pm on Thursday 23 April.
The deadline for all nominations is noon on Thursday 19 March 2026.

• Calling all bingo fans. Come along to the Mayor of Thatcham’s Bingo Night this Friday 6 March, at the Frank Hutching’s Community Hall. Entry is £10 per person which includes a booklet for six games. • The Thatcham Litter Pickers are back for their monthly litter picks around the town and surrounding area. The next litter pick is on Saturday 14 March, from 10am to 11am at the Moorside Community Centre. Everyone is welcome to join in and help keep our town clean. • Easter Eggs needed by local charity Swings & Smiles who want to bring some Easter magic to the disabled children they support and would love donations from the community. • Chinese new year
Thatcham Town Council has announced the return of the Chinese New Year Market to Thatcham Broadway on Sunday 1 March, from 10am to 2pm, celebrating the Year of the Horse with a programme of food, culture and live performance.
“The market will feature a wide selection of Asian cuisine, including Japanese dumplings and bento boxes, rice balls with savoury fillings, Thai dishes, Indonesian specialities, and a range of desserts and sweet treats.
“Alongside the food stalls, visitors will find traders offering dried foods and spices, jewellery, handmade accessories, crafts, and home and beauty products. Many of the businesses taking part are Asian-owned or draw inspiration from East and Southeast Asian traditions.
“A traditional Lion Dance will take place outside the Kingsland Centre at 11am and 12.30pm, and family crafts will be available to take part in all day. Thatcham Broadway will be closed to traffic for the duration of the event to allow safe pedestrian access.”

• Shaping the hub
A reminder that, following feedback from the 2023 Thatcham Town Centre Strategy, West Berkshire Council and Thatcham Town Council are exploring plans for an improved Community Hub at Brownsfield Road, Thatcham.
“We now have an opportunity for residents to help shape how this important local facility could be used and developed,” a statement from West Berkshire Council says. “This feasibility study, led by Adams and Sutherland Architects and Augarde & Partners, is being funded by the UK Government through the UK Shared Prosperity Fund to support communities and places.”
There’s a further drop-in session at Thatcham Library, where you can view early plans, explore ideas, ask questions and share your views, on Saturday 28 February from 12.30pm to 2pm.

• Cold Ash’s meeting
As mentioned last week, Cold Ash is trying a different approach to its Annual Parish Meeting this year. The main intention seems to be encourage the many community groups to take a more active role in the event. “It’s planned to be a fun event where our community comes together to share information, celebrate, ask questions and socialise,” CAPC Chair Ivor McArdle told us. • Shaping the hub
A reminder that, following feedback from the 2023 Thatcham Town Centre Strategy, West Berkshire Council and Thatcham Town Council are exploring plans for an improved Community Hub at Brownsfield Road, Thatcham.
“We now have an opportunity for residents to help shape how this important local facility could be used and developed,” a statement from West Berkshire Council says. “This feasibility study, led by Adams and Sutherland Architects and Augarde & Partners, is being funded by the UK Government through the UK Shared Prosperity Fund to support communities and places.
“To make it as easy as possible to get involved, we are inviting residents to informal community drop-in sessions at Thatcham Library, where you can view early plans, explore ideas, ask questions and share your views. No need to book, just turn up on these dates:
- Tuesday 24 February, 5.30pm to 7pm; and
- Saturday 28 February, 12.30pm to 2pm:

• World Book Day treasure hunt in Thatcham
Another reminder: until mid-March, a statement from Thatcham Town Council explains, “the streets of Thatcham will be transformed into an outdoor treasure hunt in celebration of World Book Day. This year’s event is especially significant as it forms part of the National Year of Reading.
“Thatcham Town Council and Thatcham Library has partnered with High Street Safari, experts in turning public spaces into interactive adventures, to bring an innovative Augmented Reality (AR) treasure hunt to the town centre. This official event is supporting the World Book Day charity’s mission to improve lives through championing the fun of reading and help children to see reading differently.
World Book Day Treasure Hunt is completely free for all families and will run from 12 February to 15 March. No app download is required – families simply need a smartphone with a camera.
• Masterplanning
We’ve mentioned several times over the past six months about the masterplanning exercise for the NE Thatcham development that was mandated by the Planning Inspector when the local plan was passed and adopted in June. This is intended to be an exercise at which all those involved – including WBC, parish councils, ward members, the developers and other interested parties – discuss and hopefully resolve the various concerns and uncertainties which inevitably attend such a large project. The results were to be enshrined in a supplementary planning document which would guide the subsequent applications, permissions and conditions.
The Inspector said that he expected this would take a year from when the plan was adopted. This is looking a tad optimistic as, eight months on, the project seems barely to have got going. Various reasons, including Christmas, developer discussions and shortage of officer time, have been advanced to explain this. Any suggestion along the lines of “work is continuing in the background” won’t really wash as, without the involvement of all the participants (which isn’t happening), it’s not accomplishing what it’s meant to.
We look forward to reporting on any progress when there’s some progress to report on. At present it seems that there isn’t. It’s not clear at what point the developers might be minded to put in an application anyway, claiming it’s not their fault that the job hasn’t been done. I understand that the Inspector doesn’t intend to monitor the progress of this. Whether he might take action if it seems that his instructions have effectively been ignored, should it come to that, is another matter. A number of people are eagerly awaiting the starting gun. How much longer will they have to wait for it?
• Cold Ash’s meeting
Cold Ash is trying a different approach to its Annual Parish Meeting this year. The main intention seems to be encourage the many community groups to take a more active role in the event. This is an approach with some other councils have adopted: Hungerford, for example, has for the last few years held an exhibition-style annual meeting at which the community groups, rather than the Town Council, take centre stage. This has proved very popular.
This seems to be the kind of thing Cold Ash Parish Council (CAPC) envisages. “This year,” CAPC Chair Ivor McArdle told us, “we’ll be doing things differently. It’s planned to be a fun event where our community comes together to share information, celebrate, ask questions and socialise. There will be activities for children, including, we hope, the community sheep and goats – always a good attraction – and refreshments.
“We’ll also be introducing a number of projects initiated by CAPC, including a Sculpture Trail and refurbishment of a key Play Park. It’s worth mentioning that an Annual Parish Meeting (APM) is not to be confused with an Annual General meeting (aka the Annual Parish Council meeting). The latter is not a particularly exciting event but is legally required as the occasion when parish councils conduct formal annual business such as electing the Chair. APMs, on the other hand, are also legally required but tend to be more informal and provide a forum for the community and its organisations to engage with the parish council and ask it questions about its work.
Aside from the similarity of names, confusion is also caused by the fact that some PCs hold the two events one after the other, so creating the impression that they’re just different names for the same thing.

Our usual round-up of Thatcham area news includes Lee Dillon crosses the tracks, history and bingo with the Mayor, shaping the community hub and local-government reforms – plus markets, treasure, sponsors needed, a proposed orchard, community awards and donations. • Crossing the tracks
The delays at the level crossing at Thacham is the stuff of legend. A fifteen-minute wait is not uncommon and longer ones have been reported. The problem, it seems, is the way the signalling works resulting in long periods when the gates are down but no trains are passing. Fixing this, like anything to do with railway infrastructure, seems to incredibly complex and for reasons few can ever hope to understand.
A bridge has been proposed more than once, most recently as part of a proposed development south of the tracks which never found its way into the local plan. It seems doubtful, though, that any developer could fund that on its own. There would probably need to be two bridges as there’s a river, a canal and a railway line to span. Environmental and flooding concerns have been raised, as have the fact that Crookham Hill to the south would need to be upgraded to cope with the extra traffic that this would be certain to attract. The planned expansion of the north east part of Thatcham has made this a more pressing concern.
Successive MPs have tried and failed to get either a bridge or signalling improvements: now it’s the turn of Lee Dillon, Thatcham born and bred. “Recently, I met with Network Rail on site at Thatcham Level Crossing to see the issues first-hand and to press the case for improvements,” he wrote on his website last month. “We discussed the real-world impact the crossing has on people’s daily lives – from parents trying to do the school run, to emergency services navigating delays, to local businesses affected by disruption and lost time.
“Network Rail acknowledged the ongoing challenges and outlined the steps they have already taken to reduce barrier downtime. We also discussed future options, including whether alternative crossing solutions could offer a more permanent fix, and how better use of real-time data could help reduce unnecessary delays for motorists.”

• History and bingo with the Mayor
The Mayor of Thatcham petra pemberton is hosting a history talk and bingo evening in March to support her three chosen charities, Home-Start West Berkshire, Swings and Smiles and Bridge for Young People.
The first event, the ‘Thatcham in Old Photographs’ talk will take place on Monday 2 March at 7:30pm in the Thatcham Council Chamber. The ‘Thatcham in Old Photographs’ talk will be presented by local historian, Dr Nick Young, who will take the audience on a visual journey using a captivating mix of historical and modern photographs.
The charity bingo night will take place on Friday 6 March at 7pm in the Frank Hutchings Hall in Thatcham. This will feature six games of bingo, where a selection of prizes will be up for grabs. There will also be a prize-winning raffle taking place during the event.

• Shaping the community hub

• Have your say on council reorganisation
A statement from West Berkshire Council (and a very similar one from the Vale of White Horse) confirms that the government has “launched a consultation on options to reorganise local councils across Oxfordshire and West Berkshire. Local Government Reorganisation is a government-led reform to change how councils in two-tier area are structured, replacing county and district councils with single unitary structures responsible for local services.”
There are three options:
- West Berkshire (already a unitary council), the Vale and South Oxfordshire (part of a two-tier structure) forming a new Ridgeway unitary with all the other Oxfordshire Councils combined into an Oxford and Shires unitary. Oxfordshire CC would be abolished. This is favoured by all WBC and all the Oxfordshire districts except Oxford City.
- As above but with an enlarged Oxford City Council forming a third unitary. This is favoured by Oxford City.
- The whole of Oxfordshire forming a single unitary. This is favoured by Oxfordshire CC.
The last option would not involve West Berkshire. The government wants to make unitaries closer to 500,000 people: even though West Berkshire’s population is only about 170,000, Whitehall’s main focus is to do away with the two-tier system. If the last option is decided upon, West Berkshire might therefore be left alone for a bit.
This option would also quell Reading’s desire to grab some the eastern parts of West Berkshire: for some reason, doing this only seems vitally important if Ridgeway comes into being, although quite why, Reading has not made clear.

• The streets of Thatcham will be transformed for a World Book Day Treasure Hunt, from Thursday 12 February until 15 March. Families are invited to hunt for ten ‘Book Zones’ hidden in shop windows. Using a smartphone, explorers can scan markers to see 3D characters leap into the real world and also find letters to solve a puzzle. • Sustainable Bucklebury plans to produce a community orchard in the Parish Meadows, with funding from Veolia Environmental Services. They are are looking for volunteers to plant and care for the trees and eventually pick produce. The main task for the first couple of years is to manage the watering when the trees are at their most vulnerable. • Shaping the hub
Following feedback from the 2023 Thatcham Town Centre Strategy, West Berkshire Council and Thatcham Town Council are exploring plans for an improved Community Hub at Brownsfield Road, Thatcham.
“We now have an opportunity for residents to help shape how this important local facility could be used and developed,” a statement from West Berkshire Council says. “This feasibility study, led by Adams and Sutherland Architects and Augarde & Partners, is being funded by the UK Government through the UK Shared Prosperity Fund to support communities and places.
To make it as easy as possible to get involved, we are inviting residents to informal community drop-in sessions at Thatcham Library, where you can view early plans, explore ideas, ask questions and share your views. No need to book, just turn up on these dates:
- Tuesday 24 February, 5.30pm to 7pm
- Saturday 28 February, 12.30pm to 2pm

• World Book Day treasure hunt in Thatcham
From February half term until mid-March, a statement from Thatcham Town Council explains, “the streets of Thatcham will be transformed into an outdoor treasure hunt in celebration of World Book Day. This year’s event is especially significant as it forms part of the National Year of Reading.
“Thatcham Town Council and Thatcham Library has partnered with High Street Safari, experts in turning public spaces into interactive adventures, to bring an innovative Augmented Reality (AR) treasure hunt to the town centre. This official event is supporting the World Book Day charity’s mission to improve lives through championing the fun of reading and help children to see reading differently.
“Families are invited to hunt for 10 ‘Book Zones’ hidden in shop windows. Using only a smartphone, explorers can scan markers to see 3D characters – from brave astronauts to mythical unicorns – leap into the real world. Each stop also features a hidden secret letter, found by taking selfies with the characters; families who find all ten can solve the mystery word and complete the trail. The experience also allows children to take selfies with each of the 3D characters to create a permanent digital souvenir of their adventure.”
World Book Day Treasure Hunt is completely free for all families and will run from 12 February to 15 March. No app download is required – families simply need a smartphone with a camera.
• Extending the Eling Way
West Berkshire Council has extended the Eling Way active travel route through Hermitage using external funding. Works were delivered by Volker Highways with support from Hermitage Parish Council, Eling Estate, and other landowners. This provides a traffic-free link for cycling, horse-riding, walking, and wheeling between Hampstead Norreys and Hermitage, and was originally proposed by West Berkshire Spokes.
The route extension reflects an ambition within the adopted Hermitage Neighbourhood Plan. The works included path widening and upgrading, installation of tactile paving and new direction and safety signing
“We’re conscious of local aspirations to further extend Eling Way to connect and boost vibrancy of villages including Curridge and Compton,” a statement from WBC says. “Ultimately the route could also link to Newbury and to Didcot. A community-led initiative is being developed to achieve these aspirations.”
• Have your say on council reorganisation
A statement from West Berkshire Council (and a very similar one from the Vale of White Horse) confirms that the government has “launched a consultation on options to reorganise local councils across Oxfordshire and West Berkshire. Local Government Reorganisation is a government-led reform to change how councils in two-tier area are structured, replacing county and district councils with single unitary structures responsible for local services.”
There are three options:
- West Berkshire (already a unitary council), the Vale and South Oxfordshire (part of a two-tier structure) forming a new Ridgeway unitary with all the other Oxfordshire Councils combined into an Oxford and Shires unitary. Oxfordshire CC would be abolished. This is favoured by all WBC and all the Oxfordshire districts except Oxford City.
- As above but with an enlarged Oxford City Council forming a third unitary. This is favoured by Oxford City.
- The whole of Oxfordshire forming a single unitary. This is favoured by Oxfordshire CC.
The last option would not involve West Berkshire. The government wants to make unitaries closer to 500,000 people: even though West Berkshire’s population is only about 170,000, Whitehall’s main focus is to do away with the two-tier system. If the last option is decided upon, West Berkshire might therefore be left alone for a bit.
This option would also quell Reading’s desire to grab some the eastern parts of West Berkshire: for some reason, doing this only seems vitally important if Ridgeway comes into being, although quite why, Reading has not made clear.

• Nominations for the Thatcham Community Awards are now open. If you know someone in Thatcham who makes a real difference, such as a neighbour, volunteer, coach, organiser, or quiet helper, this is the perfect chance to say thank you. There are five categories for awards: Community Contributor, Environmental Champion, Inspiring Young Person, Lifetime Achievement and Volunteering Champion Award. • This Saturday 7 February, the Mum2mum Market is back at the Thatcham Catholic Hall. From 2pm to 4pm, you can drop in to buy pre-loved baby, children’s and maternity goods and equipment, including pushchairs, cots, high chairs, toys, books, clothing and more. • Next Thursday 12 February the Wildlife Trust is holding an informative talk on hedgehogs at the Nature Discovery Centre, Thatcham. Discover how to help hedgehogs as they emerge from hibernation in this beginner-friendly introductory talk, covering basic hedgehog facts including what to do to encourage hedgehogs into your garden. Taking place from 1:30pm to 3pm, tickets are available here.
• To celebrate Valentine’s Day, The Swan in Thatcham is holding a children’s ‘Pal-entines’ Disco to celebrate with their friends. There will be games, music and prizes for the children, including for best dressed. Taking place on Saturday 14 February from 5pm to 6pm. Click here to find out more.
• This Friday 6 February, it’s the big fundraising quiz in aid of the Army Benevolent fund at Curridge Primary School at 7pm. Teams of up to 6 people and £5 per head with fabulous prizes to be won in the quiz, as well as a raffle, which can be purchased online (you do not have to be present at the quiz to participate in the raffle, winners will be contacted). • The Kennet Amateur Theatre Society’s next show will be the fun panto ‘Cinderella 2: After the Ball’.
