• The Pirbright site (former Institute for Animal Health)

The full application for 160 homes on this site has recently be submitted and validated by WBC. You can see all the documents by clicking here and quoting the reference number 26/00261/RESMAJ.

As we’ve explained over the last few years, the work on the site has been done in three distinct stages since the outline permission was granted in March 2023 (application 20/01336/OUTMAJ). The first was the demolition and de-contamination work, handled by Cognition. The second was its adoption by Homes England which then invited tenders from developers. The third was a appointment of David Wilson Homes to take the site forward, culminating in this application.

The net stage will be for the application to wend its way through the planning system. The principle of development having been established, it’s hoped that this won’t match the three years that the outline application required. The fifth stage, assuming permission is granted, will be the preparation and the discharging of any pre-commencement conditions. Finally, there’ll be stage six, with spades in the ground and the homes actually being built.

This application was lodged a few weeks before the outline permission would have lapsed. While this might speed up (or not slow down) the process, it does mean that some defective decision notices are still in force. These were wrongly issued by WBC and would, if left untouched, have permitted the occupation of the homes before (and not after) the necessary drainage works had been done.

This oversight was spotted some time ago by Compton PC and the ward member. Decision notices cannot lightly be overturned but a way will have to be found to sort them out. This is a matter WBC will have to grapple with. DWN has inherited this issue, which long pre-dates it’s involvement with the project.

Compton PC and the ward member have been watching this complex application very carefully and will continue to do so. A number of concerns remain, for instance about aspects of the drainage arrangements, particularly bearing in mind that development for forty homes is also planned on the nearby Baxter’s site. Compton PC has forwarded the information on this latest application to its planning consultant to provide it with an advice note and will schedule a separate meeting to discuss this as soon as possible thereafter.

• Other news

• In an effort to address the rise in tool thefts, Thames Valley Police are giving away free tool-marking kits (including faraday pouches and anti-theft number plate screws) for trades people in the area. • Police Officers from the Bucklebury & Downlands Neighbourhood Team are holding ‘Have Your Says’ this Sunday 1 March for local residents to have the opportunity to discuss local issues with them at the following times and locations: 10am at  East Ilsley bus stop, 11am at West Ilsley Village Hall and 12.15pm at Compton Stores.

• Compton resident Samantha Vincent featured on BBC Berkshire this week to talk about The Compton Festival, which will be raising funds for Berkshire Women’s Aid in July. Hear her interview here.

• Up-and-coming athletes in West Berkshire are being given the chance to take their sporting careers to the next level with Everyone Active’s 2026 Sporting Champions scheme. There’s also an Everyone Active Community Champions initiative to support unsung heroes in the district. Nominations for both close on Friday 20 March. For more information, click here.

Compton FC has decided to try and give a little back to the community, and so is running collections at its next home games on Saturday  7 March to support those in need at the West Berks Foodbank. For information about items required, please click here.

• There will be a road closure in Hampstead Norreys between Ilsley Hill and Newbury Road on 2 and 3 March. See details here. Works will be undertaken with a road closure and signed alternative diversion route. No on street parking will be permitted within the works and at times access to properties and businesses may be restricted or delayed.

• On Saturday 11 July, a private field in Compton will host an inaugural rock festival dedicated to raising funds for Berkshire Women’s Aid – a local charity supporting survivors of domestic abuse. The lineup includes The Funky Monks Red Hot Chilli Pepper experience, Sterofakeits and The Hormones. Every ticket sold directly contributes to providing crucial financial support for Berkshire Women’s Aid. Organisers hope the event will be a feast of music and community solidarity. • West Berkshire Council has teamed up with Greenham Trust to launch a £110,000 Community Wellbeing Fund. Local community groups in West Berkshire can now apply for funding to support mental health, physical activity, and community wellbeing initiatives. Whether you’re running a community garden, a walking group, mindfulness sessions, or projects tackling loneliness, this fund can help grassroots organisations make an even bigger impact. • A reminder to visit gov.uk’s webpage here to take part in the local council reorganisation consultation by Thursday 26 March. This is a government-led reform to change how councils in two-tier area are structured, replacing county and district councils with single unitary authorities. A statement from West Berkshire Council (and a very similar one from the Vale of White Horse) provides more details.

• As a result of recent injuries Compton FC is on the lookout for new players to come into the established squad. Please make contact through the FB page, even if you can only start next season.

Friends of Compton Primary School are preparing for their annual plant sale at Vicar’s Game in May and need your help. Both indoor and outdoor plants are desired, so for the green-fingered among you, perhaps now is the time to start seeding or planting. A variety of plants is desirable but a quick heads up that they already have a plethora of aloe vera and jade plants.

The Downs School has launched a fundraising campaign to replace the football goalposts after many years of service – the very same ones Theo Walcott practised on. Parents can donate easily via Arbor and friends, family and supporters can get in touch with the school directly here if they would like to contribute.

• Quick reminder that if you see a sick or dead wild bird, it might be infected with bird flu so please don’t touch it.  Report any dead wild birds you find to the Animal and Plant Health Agency. You can report it online or call 03459 33 55 77.

Compton Parish Council is gathering further evidence of recent flooding issues. If you have any photos or videos from winter 2024/25 showing flooding, surcharging sewers or tankers operating on Aldworth Road and are happy for the parish council to use them, please email them to contact@comptonparishcouncil.gov.uk.
