• Rubble at the Pirbright site

I understand that there have been concerns that a pile of earth and rubble at the former Institute for Animal Health, which was de-contaminated by Cognition in 2024, is still on site. As well as being unsightly, the fear was possibly that this contained hazardous waste.

Cognition had always proved refreshingly transparent during its time in Compton and so it proved again when this point was put to them this week. “All snagging items were addressed at the time to the satisfaction of our client, Homes England,” a statement from the company confirmed. “We also carried out the standard twelve‑month inspection in December 2025, which was fully signed off, and our contract was formally concluded. Cognition has therefore completed all works at the site and no longer has access.

“The items described by the resident relate to a very small area on what is a sixteen‑hectare site. The remaining rubble and redundant cabling were assessed as a minor issue and not hazardous in any way. It was agreed with Homes England that these would be most efficiently dealt with by the incoming developer as part of the early-enabling phase of construction. I understand that Homes England has now entered into an agreement with the house builder, so I would expect these works to be incorporated into their programme, subject to any planning requirements.

“For reassurance, I can confirm that the site has been fully remediated. A comprehensive programme of investigation, excavation, sampling, testing and independent verification was completed to the required regulatory standards. There’s no residual contamination on the site, including within the area identified by the resident.”

• Have your say on council reorganisation

A statement from West Berkshire Council (and a very similar one from the Vale of White Horse) confirms that the government has “launched a consultation on options to reorganise local councils across Oxfordshire and West Berkshire. Local Government Reorganisation is a government-led reform to change how councils in two-tier area are structured, replacing county and district councils with single unitary structures responsible for local services.”

There are three options:

  • West Berkshire (already a unitary council), the Vale and South Oxfordshire (part of a two-tier structure) forming a new Ridgeway unitary with all the other Oxfordshire Councils combined into an Oxford and Shires unitary. Oxfordshire CC would be abolished. This is favoured by all WBC and all the Oxfordshire districts except Oxford City.
  • As above but with an enlarged Oxford City Council forming a third unitary. This is favoured by Oxford City.
  • The whole of Oxfordshire forming a single unitary. This is favoured by Oxfordshire CC.

The last option would not involve West Berkshire. The government wants to make unitaries closer to 500,000 people: even though West Berkshire’s population is only about 170,000, Whitehall’s main focus is to do away with the two-tier system. If the last option is decided upon, West Berkshire might therefore be left alone for a bit.

This option would also quell Reading’s desire to grab some the eastern parts of West Berkshire: for some reason, doing this only seems vitally important if Ridgeway comes into being, although quite why, Reading has not made clear.

• As a result of recent injuries Compton FC is on the lookout for new players to come into the established squad. Please make contact through their FB page, even if you can only start next season.

Friends of Compton Primary School are preparing for their annual plant sale at Vicar’s Game in May and need your help. Both indoor and outdoor plants are desired, so for the green-fingered among you, perhaps now is the time to start seeding or planting. A variety of plants is desirable but a quick heads up that they already have a plethora of aloe vera and jade plants.

The Downs School has launched a fundraising campaign to replace the football goalposts after many years of service – the very some ones Theo Walcott practised on. Parents can donate easily via Arbor and friends, family and supporters can get in touch with the school directly here if they would like to contribute.

• Quick reminder that if you see a sick or dead wild bird, it might be infected with bird flu so please don’t touch it.  Report any dead wild birds you find to the Animal and Plant Health Agency. You can report it online or call 03459 33 55 77.

Compton Parish Council is gathering further evidence of recent flooding issues. If you have any photos or videos from winter 2024/25 showing flooding, surcharging sewers or tankers operating on Aldworth Road and are happy for the parish council to use them, please email them to contact@comptonparishcouncil.gov.uk.

• Downland Volunteer Group offers shopping trips to Newbury and Wantage and regular Fantastic Friday trips, with dates coming soon for Marlborough on 13 February and Bletchley Park on 21 February. See details here.
