• A look back at 2024

We’ve covered a lot of stories in this area over the last year. The archives of this column (scroll down for the last few weeks and, for earlier pages, follow the links) will provide what we said at the time. In this section, we’ll take a quick look at some of the main issues we’ve dealt with, some more than once.

Downland Leisure Centre. I’ve mentioned several times recently that I’m concerned that the figures put forward to support the proposal to end the leisure service contract there (and thus, potentially, close the centre) have not been fairly presented. In essence, the usage is low because the centre can only be open for about 20% of the time that the area’s other centres can: average users per hours open would be a fairer way of expressing the statistics. I’ve contacted WBC about this several times and have yet to receive a response.

The schools clawback. This, which also was relevant to Compton and specifically The Downs School, was a matter we covered extensively in the summer. The problem WBC faced (as do all other councils) was a yawning deficit in its SEND funding. The solution was to claw back funds which maintained schools held, which the Council believed were excessive. The timing was bad and the justifications offered were confused and inconsistent. Eventually matters calmed down after the WBC leader stepped in with a face-saving compromise.

The Pirbright clean-up. And still in Compton, the former research centre which had had planning permission granted for homes, needed to have a thorough de-contamination exercise conducted before any construction could begin. Despite some initial local scepticism, local residents will have been impressed with the efficiency and courtesy shown by Cognition Land+Water, which was commissioned to do the work. We had several conversations will Cognition’s Technical Director during the work and were satisfied with the answers we got. A standard for the developers, whoever they prove to be, to aspire to.

Flooding and sewage. This has been a problem here, in common with the rest of the area. Congratulations to all those who’ve been providing information and lobbying Thames Water and EA for improvements, including the excellent Pang Valley Flood Forum.

Mould and damp. A few months ago, we reported on a story of the terrible condition into which a Sovereign property in Compton had been allowed to deteriorate, resulting in the dwelling being condemned by WBC’s officers. Sadly, it seems that this is far from the only social-rent property which is proving to be a problematic place to live.

The ward members. Most of this area is split between two WBC wards, Downlands and Ridgeway, each of which is represented by one councillor. We’ve reported on their work, in particular in Carolyne Culver’s Ridgeway ward, and covered several matters that she’s written for local parish councils and village magazines. Many of these have touched on the above matters.

• Other news

Compton Parish Council reminds vulnerable residents that if you live with a chronic illness, care for young children or someone with dementia, or have communication needs and require extra support in a power cut, that you can register for free on The Priority Services Register at thepsr.co.uk or 0800 294 3259.

• Congratulations go to Barbara, who has just been crowned Volunteer of the Year by Hampstead Norreys Community Shop for her beautifully crafted displays.

• A vacancy has arisen for a Councillor on Compton Parish Council. This will be filled by election but only if 10 electors write to the Returning Officer to request one within 14 days of the notice (which was issued on 9 December). You can contact the Returning Officer at West Berkshire Council, Council Offices, Market Street, Newbury RG14 5LD. If these criteria are not met, the Parish Council will fill the vacancy by co-option.

West Berks Foodbank is currently in urgent need of three things: money, donations and volunteers. The first will be used to buy the food and other items that the donations may not cover; while volunteers are required to help collect, stock and distribute what is received. The charity is also keen to develop partnerships with local businesses. This page on the WBF website has more information on all of these aspects of the Foodbank’s work.

• West Berkshire Council (WBC)’s public consultation on the main modifications to the district’s Local Plan 2022- 2039 runs until Friday 31 January 2025. “The Local Plan sets out planned development for West Berkshire,” a statement from the Council explains, “and guides decisions on future development proposals in line with the needs of the district.” Residents are encouraged to have their say by clicking here. • Quick reminder about free bus travel in West Berkshire on Saturday 14 December and Saturday 21 December, extending to some neighbouring areas including Reading, Didcot, Basingstoke and Swindon. More information can be found here.

• Compton Guides are looking for Volunteer Adult Helpers on Monday evenings. You don’t need any experience in Guiding, but there will be the opportunity to take an active role in planning and delivering activities, as well as working towards a leadership qualification, if desired. Due to adverse weather conditions WBC postponed the Community Forum about cost of living and flood prevention that was due to take place in Hungerford on 19 November. The forum will be rescheduled in the very near future online.

• Follow the Downlands Practice – Social Prescribing Facebook page for details of social get-togethers and community support. And quick reminder it has drop-off points for West Berkshire Foodbank at its surgeries in Compton and Chieveley.

• Calling young families – do pop along to Compton Stay, Learn & Play in Compton Village Hall on the second and fourth Thursday of the month. See here for details.
