Our usual round-up of local news includes a raffle, Ukrainian support, bus travel, flu jabs and community support – plus a statement from SNG (formerly Sovereign) concerning the recent case of the mould-ridden house in Compton, statistical suggestions regarding the consultation on the Downland Centre and cold-weather support for rough sleepers. See also below for community notices and news from your local council.

• A statement from SNG (formerly Sovereign Housing)

Last week, we covered the story of an elderly resident of Compton who had for several years been experiencing a number of problems with her SNG-owned home. Matters reached a tipping point earlier this month when the parish council and the ward member again became involved. Shocked by the condition of the place, they invoked WBC’s environmental health officers. Within hours, the property had been visited and the living room (and thus effectively the whole dwelling) condemned as unfit for human habitation.

A statement from SNG was requested on 8 November and received on 21 November. “A full survey was conducted at our customer’s home earlier this year, and we are working to complete the extensive works identified as quickly as we can. The external works are complete, including rendering of the chimney breast and masonry painting. The chimney was also capped with suitable ventilation included.

“Our customer has informed us that she is not currently living at her home, and we have spoken to her to update her on the final tasks… on the interior. These include electrical repairs and a damp and mould clean, with the work due to begin next week (w/c 25 November). We will continue to talk with our customer at each stage, making sure she has appropriate alternative housing until the repairs are completed.”

This rather glosses over the circumstances in which SNG got involved and the reason why she can no longer live in her home. None the less, it at least proves that something has happened: indeed, it would seem that more has been accomplished there in the last two weeks than in the previous four years. There is a complaints system you can follow.

Another form of action, which on this occasion proved to me more directly effective, is to invoke your parish council or ward member. That’s not quite how the system is meant to work but, as with so much else these days, applying external pressure can produce results.

The spokesperson also asked me to state that the housing association is now no longer known as Sovereign but as SNG, following the latest in its series of mergers in 2023. I promised that I would make this clear.

I pointed out, though, that the old branding is still everywhere. Sovereign and not SNG is in the website’s URL and the email address; Sovereign still adorns many of the vans I see about the place; and Sovereign is still how the housing ombudsman refers to the company on the occasions when it’s forced to intervene in its tenant relationships. Change can take a long time to work its way through the system: as, it would seem, can complaints.

• Weighting the figures

One of the matters being considered in the above consultation is to “Remove Downland Sports Centre from the Leisure Management Contract”, which will probably mean that it will no longer be open for public use. As the consultation document explains, “The facility is shared with The Downs School and therefore public access is restricted during term-time.” For this reason, “public use of the Centre is relatively low. From July 2023 to June 2024, attendance at the Centre amounted to 4,488 visits. This is approximately 0.5% of the total attendance (851,154) across the seven sports and leisure centres in West Berkshire.”

However, these figures ignore a couple of very important other factors, at least one of which needs to be taken into account if there is to be a fair reflection of the position.

The first would be to include in the visitor stats the number of pupils from The Downs who use the Centre. I’ve been trying to verify this, but am fairly sure that these are not included at present. This would reduce one anomaly but would introduce another: if the point of the figures is to express the number of people who visited voluntarily, then the school pupils could not be so described. None the less, they are users.

Another issue is the number of hours that the Centre is open to the public each year. I estimate this is about 1,350. The Northcroft in Newbury is available for about four times as long. For this reason alone – and there are clearly others as the Northcroft has way more facilities – one would expect Compton’s Centre to be four times less well used.

Expressing this as “0.5% of the total attendance” is thus a bit misleading, much as would be saying that bus service A is a lot less well-used than bus service B without explaining that A runs only on Sundays whereas B runs every day. Number of visitors per hour each centre was open would be a better way. Statistics can be made to tell many different stories.

You may have read elsewhere that it’s also been reported that the Downland Centre only attracted two visitors. I’m not quite sure where that originally came from, but I’ve contacted WBC and asked it to confirm that the one mentioned in the consultation is correct, albeit without the pupil attendees or the weighting to reflect available hours of use. If you reply to this aspect of the consultation, you might want to bear these points in mind.

• Cold-weather support for rough sleepers

Due to this recent cold snap, West Berkshire Council has activated its Severe Weather Emergency Protocol (SWEP) to provide rough sleepers with warm, safe accommodation during the severe weather. If you see someone sleeping rough, you can report this to StreetLink which connects local services to support rough sleepers.

If you or anyone you know is at risk of sleeping rough, you can visit WBC’s offices at Market Street, Newbury (Monday to Thursday 8.30am to 5pm, or Friday 8.30am to 4.30pm), or call Housing Services at 01635 519530 (use option 2).

For emergencies outside these hours, phone the Duty Team at 01344 351999. In these circumstances be aware that there is an Outreach worker available to engage with those who are reported to be sleeping rough and to assist them with their options for accommodation and other support. 

• Other news

• For those unimpressed with the latest fall in temperature East Ilsley Sheep Fair is already preparing for June 8 2025 and needs your help. It needs as many people as possible to do an hour stint here and there on entrance, raffle, tea tent etc, as well as a site team in the month or so before to help move stuff, get site ready, put up marquee etc. Please drop them a message on Facebook here if you can help.

• The Friends of Compton Primary School’s “Win Christmas” raffle is back and bigger than ever with multiple prizes to draw, including a hand-stitched advent calendar, a Walters Farm turkey, Wolfe Walks gift set, mulled wine, chocolate, £50 Amazon voucher and many more. There is no limit to the the number of tickets you can purchase, and it is open to the village, so share with friends and family – just please be aware they will need to be local enough to collect their prizes.

Sharon Gardiner is collecting for Ukrainian animals, and is looking for donations from Compton residents. She is after dry/wet food, out-of-date meds, beds, cages, blankets and old towels. Money donations are also needed to help fuel the lorries required, as it’s getting very difficult and the drivers volunteer their time. • Quick reminder about free bus travel in West Berkshire on Saturday 14 December and Saturday 21 December, extending to some neighbouring areas including Reading, Didcot, Basingstoke and Swindon. More information can be found here.
