Public consultation on Newbury Town Council’s proposal to raise a loan for the new community café in Victoria Park – have your say by Saturday 31 July 2021

On 30 June 2021, permission was granted at West Berkshire Council’s Western Area Planning Committee for Newbury Town Council’s (NTC) plans for a new Community Café in Victoria Park. The community café is intended to operate all the year round making it a community hub and focal point in the Park.

The café is estimated to cost from £400,000 to £450,000, of which £150,000 will be provided from NTC’s reserves and accumulated community infrastructure levies. NTC is considering borrowing up to £300,000 towards the cost of the café.

NTC aims to achieve a rental income which would be sufficient to cover loan charges and the ongoing maintenance costs of the new building. Any shortfall in these amounts would be met from projected Community Infrastructure Levies. It is the Council’s aim that this should have no impact on NTC’s taxpayers or on the precept.

The Council would like to hear your views on whether or not you support our proposal to borrow up to £300,000 towards the costs of the new Community Café in Victoria Park. A public consultation, which is aimed at residents of Newbury, has been launched on NTC’s website and will run until 31 July 2021.
